The "Too Many Failed Attempts" message can appear when you repeatedly try to use the recovery system without success. You'll need to wait at least a week before trying again. Don't make any recovery attempts during this time, as that may just reset the timer. To improve your chances of success, make sure you can provide more or more accurate answers to the questions asked. Simply repeating the same information that didn't work in the past is unlikely to be successful.
You can do a few things if you're having trouble recovering your Google account. First, check out the resources below. If that doesn't help, you can try reaching out to Google directly. Finally, make sure you're using a known computer or IP address when you try to recover your account:

Proving ownership of a Google account can be difficult if you don't have the required methods. Google will not give an account to someone who cannot prove ownership.
